They may have setbacks, but they usually have very good options in line for their choosing. They are prepared for change.
Those who watch things happen are usually somewhat aware of what is going on in their company, or even in their industry, and what their career needs are. They may make some effort to manage their career, but never quite understand, or take the time to learn, what they need to do to improve their situation. They are not committed to taking control and managing their career - they are usually too busy with more important things. They wait and see what happens. While they are not prepared for change, they know that change is inevitable.
Those who wonder what happened are usually taken by surprise with anything affecting their job or career. The don't see, or want to believe, that downsizing, reengineering (you fill in the rest), can impact on their job security. They have been reluctant to improve and to change or to make an investment in their career. They may think that since they've always been a reliable, hard working employee that the company will take care of them. They may even get along very well with their boss. They may believe that they are too valuable for the department to do without them. When the news hits them, they are taken by surprise. They are not prepared for change.
